Senator Francis Escudero chairs two committees, the powerful Ways and Means and Justice. Early this year, Manila Times wrote that he is the 'most industrious' committee chairman of the 14th Congress. He is. Logical and eficient, Escudero is proving his worth as a legislator of our republic.

Technology has made our world a lot smaller. When broadcast and Internet media was not yet available, an individual can only communicate with a handful of people. It's even more difficult for a person to talk to politicians and movie stars. With the advent of SMS and various social network sites, the impossible has become a reality.


The Philippine Senate has been described countless of times as an exclusive club. With only 24 members in the Upper Chamber, that's about a microscopic portion of the Philippine populace. Senators are a busy lot (well - those work are busy) which makes it difficult for people to communicate with them. But technology can answer some of these problems.

Tomorrow, Senator Francis Escudero will launch the following:
1. Text Chiz: where you can send SMS (a portion of the proceeds would go to charitable institutions)
2. Chiz Chatroom: well, it's a chatroom
3. Websites for Senate Committee on Ways and Means and Senate Committee on Justice and Human Rights

At 2:00pm Chiz will be available in the chatroom, so REGISTER and ask him pertinent questions (his stand on a Noli De Castro presidency) or really trivial inquiries (his favorite local TV show - I have a feeling its PBB).

Chatroom Instructions

A. Enter Chiz Chatroom

  • Visit http://www.chizescudero.com/chat
  • Click register username and a new window will open for your registration details.
  • Fill up the registration form and click save.
  • Click start FlashChat after registration process is completed.
  • Click login to enter using your new account.
  • Login to chatroom.
  • Under room, choose The Lounge.

B. Join the Online Conference

  • As soon as you enter, you will be acknowledged by the moderator
  • To ask question, type in a question mark (?)
  • Wait for the moderator’s go signal for you to ask the question.
  • Once the moderator gave you the signal to ask the question, you may type your question in the text box and click send.
  • The Senator will answer your question.

The committee is considered one of the most powerful and important committees in the Senate, due to the breadth of its legislative jurisdiction, i.e., all matters relating to revenue generally; taxes and fees; tariffs; loans and other sources and forms of revenue (Sec. 13(5), Rule X, Rules of the Senate).

Its primary function is to source revenues to meet national expenditure and to forward the objectives of economic policy through the imposition of taxation. In exercising its taxing and revenue-raising powers, the Committee is guided by the following fundamental principles in taxation, to wit: (a) taxation must be uniform; (b) taxes, fees, charges and other impositions must be equitable and based as far as practicable on the taxpayer’s ability to pay; (c) must not be unjust, excessive, oppressive, or confiscatory; and (d) there is no taxation without representation.
