Senator Francis Escudero chairs two committees, the powerful Ways and Means and Justice. Early this year, Manila Times wrote that he is the 'most industrious' committee chairman of the 14th Congress. He is. Logical and eficient, Escudero is proving his worth as a legislator of our republic.

Technology has made our world a lot smaller. When broadcast and Internet media was not yet available, an individual can only communicate with a handful of people. It's even more difficult for a person to talk to politicians and movie stars. With the advent of SMS and various social network sites, the impossible has become a reality.


The Philippine Senate has been described countless of times as an exclusive club. With only 24 members in the Upper Chamber, that's about a microscopic portion of the Philippine populace. Senators are a busy lot (well - those work are busy) which makes it difficult for people to communicate with them. But technology can answer some of these problems.

Tomorrow, Senator Francis Escudero will launch the following:
1. Text Chiz: where you can send SMS (a portion of the proceeds would go to charitable institutions)
2. Chiz Chatroom: well, it's a chatroom
3. Websites for Senate Committee on Ways and Means and Senate Committee on Justice and Human Rights

At 2:00pm Chiz will be available in the chatroom, so REGISTER and ask him pertinent questions (his stand on a Noli De Castro presidency) or really trivial inquiries (his favorite local TV show - I have a feeling its PBB).

Chatroom Instructions

A. Enter Chiz Chatroom

  • Visit http://www.chizescudero.com/chat
  • Click register username and a new window will open for your registration details.
  • Fill up the registration form and click save.
  • Click start FlashChat after registration process is completed.
  • Click login to enter using your new account.
  • Login to chatroom.
  • Under room, choose The Lounge.

B. Join the Online Conference

  • As soon as you enter, you will be acknowledged by the moderator
  • To ask question, type in a question mark (?)
  • Wait for the moderator’s go signal for you to ask the question.
  • Once the moderator gave you the signal to ask the question, you may type your question in the text box and click send.
  • The Senator will answer your question.

The committee has been a constant part of the country's legislative branch of government and has many times played an important part of our nation's history. During the Commonwealth Congress (1935-1946), the latter portion of which was also the period when the First Congress was convened, the committee was known as the Comite de Justicia y Revision de Leyes (Committee on Justice & Revision of Laws), with members composed of historical figures like Domingo Imperial, Mariano J. Cuenco, Pedro C. Hernaez, Nicolas Buendia and Carlos P. Garcia.

At the onset of the Second Congress (1950), the revision of laws function was removed from the committee and it has been known simply as the Comite de Justicia. During the Third Congress, the committee has been called by its English name, the “Committee on Justice” and has remained this way up to the Seventh Congress.

After the Martial Law period, the Eight Congress (1987) was assembled and the “human rights” component has been added to the Committee's jurisdiction. It was then chaired by the renowned Wigberto Tañada, with the late Neptali A. Gonzales as Vice-Chairman.

Presently, the Committee on Justice and Human Rights has heard and considered 175 out of 211 bills and resolutions referred to it. It has already filed 7 committee reports. It is endeavoring to uphold its mandate stated under the 1987 Constitution through the enactment of measures that protect and enhance the right of all the people to human dignity, reduce social, economic, and political inequalities, and remove cultural inequities by equitably diffusing wealth and political power for the common good (Social Justice and Human Rights, Sec. 1, Article 13).
